*** EDITOR'S SPECIAL NOTES (by Tedd, KB8NW): This week's bulletin was
     sent out earlier than normal to accommodate the late CQWW DX SSB
     Contest announcements. Also, we wanted to provide the readers with

3W, VIETNAM (Reminder). Yosuke, JJ1DQR, should now be active as 3W9QR from
Da Nang until November 1st. Activity will be on 40-6 meters using mainly
SSB. He was heard on 20/17 meters this past week. He will also participate
in the CQWW DX SSB Contest (October 26-27th). QSL via JJ1DQR, by the Bureau
or direct.

4U1, AUSTRIA. Operators Sparky/OE1ZZZ and Oleg/HB9RB will be active as
4U1A from the International Amateur Radio Contest DX Club (ARCDXC) station
during the CQWW DX SSB Contest (October 26-27th) as a Multi-Single entry.
QSL via UA3DX. This station counts as the VIC (Vienna International Centre)
multiplier.

8Q, MALDIVES. Fabien, DF3XY, will be active as 8Q7XY from Maldives (AS-013)
between December 10-23rd. Activity will be on 40/30/20/15/10 meters using
SSB and FT8. QSL via his home callsign direct.

A3, TONGA. Masa, JA0RQV, will once again be active as A35JP from Tongatapu
Island (OC-049) between November 24th, 2019, and November 2020. He states,
"This time, I will be stationed there as a resident supervisor of the inter-
national corporation project." Activity will be on 160-6 meters using CW,
SSB and FT8. Equipment is an IC-7300 w/100W into a Vertical antenna. QSL
via LoTW and ClubLog, or direct w/2 USDs or by the Bureau via his home
callsign JA0RQV. He states, "If you need paper QSL, please be patient to
receive it because I will be able to issue paper QSL after I return to
Japan in November 2020. Please do not send SASE to my home address." He
also mentions, "During the period, if possible, I will try to activate
some outer islands again such as Niuatoputapu (OC-191), Niuafo'ou (OC-123),
Vava'u (OC-064) and Ha'apai (OC-169). Details will be announced once
decided."

A4, OMAN. Members of the Royal Omani Amateur Radio Society (ROARS) will
activate their contest station, A44A, in Muscat during the CQWW DX SSB
Contest (October 26-27th) as a Multi-Multi entry. QSL via LoTW. Operators
mentioned are Khalid/A41CK, Hassan/A41HA, Hamed/A41KT, Adnan/A41LP, Mo-
hammed/A41NN, Issa/A41NW, Amine/A41PG, Aasim/A41RF, Waleed/A41RG, Mudhfer/

AH2, GUAM. Members of the Guam Contest Club will be active as AH2R during
the CQWW DX SSB Contest (October 26-27th) as a Multi-Single entry. Operators
mentioned are: Toshinobu/JI3ERV (NH2C), Mikawa/JR7OMD, Atsuo/JE6HIB,
and Danilo/KH2JU. QSL via LoTW. PLEASE DO NOT QSL via the KH2 Bureau.

CE9/HF0/VP8, ANTARCTICA (Update). Seba, SQ1SGB, will be active as VP8HAL
(instead of CE9/SQ1SGB) and HF0ANT from Halley VI British Antarctic
Research Station and the Polish Henryk Arctowski Station on King George
Island (AN-010, WLOTA LH-0312), respectively, between December 20th and
February 8th. Activity will mainly be in 40/20 meters using SSB and the
Digital modes (FT8/JT65). QSL via his home callsign direct only.

CY0, SABLE ISLAND. Al, VE1AWW, is once again active as CY0/VE1AWW and
will be active until October 29th or 30th. He was heard on Thursday on
20 meter SSB. Activity will be on 40-10 meters (at irregular times) using
mostly SSB and some Digital modes. The station is a TS-690S/AT running
barefoot through a vertical. A new ground mount vertical for 20m, and
dipole for 40m will be going up soon. QSL via his home callsign, direct
or by the Bureau (Preferred).

DP0/DP1, ANTARCTICA. The WAP Web page (Worldwide Antarctic Program) reports
that the next operator at DP0GVN for the wintering season 2020 will be
Roman, HB9HCF. He plans to be active on QO-100 satellite; they are not
sure about HF yet. Roman is a new operator that can use the QO-100 setup
at Neumayer III (AN-016). Felix, DL5XL, will introduce him to HF for sure,
and even if he has no experience at all, let's hope he will find amusement
and interest in Ham Radio activity from Antarctica! Felix, DL5XL, will
also be active as DP1POL in January and February 2020, mainly HF CW with
some Digital modes and QO-100 activity. For more details and updates,

E2, THAILAND. Champ, E21EIC, will be active as E2A (The SIAM DX Group/
Contest Callsign) from Bangkok during the CQWW DX SSB Contest (October
26-27th) as a Single-Op/All-Band/High-Power entry. QSL via LoTW or by

E20, THAILAND. The SIAM DX Group will be active as E20AX from Bangkok
during the CQWW DX SSB Contest (October 26-27th) as a Multi-2 entry.

EA8, CANARY ISLANDS. Antonio, EA8DDS, will be active from Gran Canaria
(AF-004) during the CQWW DX SSB Contest (October 26-27th) as a QRP entry.

EF8, CANARY ISLANDS. Operators Jon/EA2OT, Carlos/EA8KW, Juan/EA8RM,

UA5C will be active as EF8R from Gran Canaria Island (AF-004) during the
CQWW DX SSB Contest (October 26-27th) as a Multi-Single entry. QSL via

International Team".

ES, ESTONIA. Members of the Estonian Radio Amateurs Union along with
some international operators will be active as ES9C from Tallinn during
the CQWW DX SSB Contest (October 26-27th) as a Multi-2 entry. QSL via
ES5RY or LoTW. Operators mentioned are Gabor/ES1BVG, Arvo/ES2MC, Toivo/
ES5RR, Tonno/ES5TV, Toomas/ES5RY, Oleg/YL3DW, Oskar/ES4NY, Kristjan/ES7GM,

FH, MAYOTTE. Stefan, DL9HAL, is once again active as FH/DL9HAL from
Mayotte (AF-027) until November 4th. Activity will be holiday style on
80-10 meters using CW, SSB and again perhaps FT8. QSL via DL9HAL, direct
or via his QSL Manager M0OXO.

FY, FRENCH GUIANA. Operators Marc/F1HAR, Florent/F4CWN, Didier/FY5FY,
Herve/F5HRY, Marc/F1HAR and Christian/F5UII will be active as FY5KE
from the "Radio club de Kourou" (RACK) radio club station in Kourou City
during the CQWW DX SSB Contest (October 26-27th) as a Multi-2 entry. QSL
via LoTW or direct (NO Bureau).

H40, TEMOTU PROVINCE (Update/Correction/Press Release). [edited] Operators
Grant/KZ1W and Rob/N7QT will activate H40 Temotu Province (Pigeon Island),
Solomon Islands, Nov. 14th through Nov. 28th, 2019. Awaiting permission to
operate as H40TT, otherwise each will operate under their own callsign:
H40TT (Rob) and H40KT (Grant). Activity will be on 160-10 meters using
CW/SSB/FT8/RTTY. They will focus on the low bands to regions where H40
is most needed. They will "follow the sun" please respect their calls
into specific regions. Suggested operating frequencies are:
  CW   - 1826.5, 3523, 7010, 10105, 14023, 14023, 18069, 21023, 24891
         and 28023 kHz
  SSB  - 3790, 7090, 14185, 18130, 21285, 24955 and 28485 kHz
  RTTY - 7045, 10142, 14080, 18100, 21080, 24910 and 28080 kHz
  FT8  - 1840, 3567, 5357, 7056, 10131, 14090, 18095, 21091, 24911
         and 28091 kHz
  They will have Elecraft K3s and 1KW SPE amplifiers, with verticals
by sea, and DHDL receive antenna(s). They hope to have Internet access

HS0, THAILAND. Vincent, F4BKV, will be active as HS0ZOJ during the CQWW
DX SSB Contest (October 26-27th) as a Single-Op/Single-Band (20m) entry.
QSL via F4BKV or LoTW (Preferred). He states on QRZ.com: "QSL via LoTW
for contest activity. Please refrain to request your paper QSL, and do
it ONLY if you truly need the paper card. QSL reply via direct will be
done sometime in 2020 and via Bureau can be up to 2 years or more."

HS8, THAILAND. Phanuwat, HS8LVC, will be active from Krabi (NJ98kc)
during the CQWW DX SSB Contest (October 26-27th) as a Single-Op/Single-
Band (20m) entry. QSL via LoTW or ClubLog.

IOTA NEWS..............
  AF-018.  Martin, OL5Y, will be active as IH9P from Pantelleria Island
           (African Italy - CQ Zone: 33, IIA: TP-01, WAIP: TP, WLOTA:
           LH-0041) in the CQWW DX SSB Contest (October 26-27th) as a
           Single-Op/Single-Band (15m)/High-Power entry. QSL via OL5Y.

  AF-018.  Milan, OK1VWK, will be active as IH9/OL3R from Pantelleria
           Island (African Italy - CQ Zone: 33, IIA: TP-01, WAIP: TP,
           WLOTA: LH-0041) in the CQWW DX CW Contest (November 23-24th)
           as a Single-Op/Single-Band (40m)/Low-Power entry. QSL via
           OK1VWK.

  AF-045.  Operators John/6W7JX, Ouzin/6W1PZ, Tafa/6W1KI, Jul/6W1QL,
           Ahmed/6W1PA, 6W1SQ, YL Mael/6W1SV, Charles/6W1GF and Yves/
           6W1TA will once again be active as 6V1A from Goree Island
           between December 13-15th. Activity will be on CW and SSB
           on all HF bands using a FT-1000 and Icom 7300 with 150 watts

Pat/W3FIZ and Steve/NY3B. Activity will be on all HF bands. This includes
the upcoming CQWW DX SSB Contest (October 26-27th) as a Multi/2 entry

Operator will probably sign KP2/homecall outside of the contest. QSL
direct to their home callsigns.

KP3, PUERTO RICO. Felipe, NP4Z, will be active as KP3Z from the Puerto
Rico Contest Club in Rio Piedras during the CQWW DX SSB Contest (October
26-27th) as a Single-Op/All-Band/Low-Power entry. QSL via N4AO.

MW5, WALES. Ian, G3WVG, will be active as MW5B during CQWW DX CW Contest
(November 23-24th) as a Single-Operator/Single-Band (160m) entry. QSL
ONLY via LoTW or ClubLog.

NCDXF PRESS RELEASE (date October 25th). The following was sent out by
Ned Stearns, AA7A, NCDXF Vice President: The Northern California DX
Foundation (NCDXF) has awarded a grant of $4,000 to Club Log to support
their capital needs for important IT system upgrades to move their system
into the future. Michael, G7VJR, recently reached out to NCDXF with an
inquiry for interest in support that triggered an immediate and over-
whelming response from every NCDXF Director. Two of the directors engaged
in the ongoing VP6R DXpedition stepped away from the pileups a few minutes
and echoed in the response:

  "Club Log is a MAJOR part of what makes a good DXpedition (both during
  and after the event)”
  "Michael and his group do a wonderful service to the DX Community
  worldwide"
  "Club Log is a real asset to every DXer and DXpeditioner"
  "I use it regularly for OQRS and other DX chasing capabilities in
   addition to uploading my own QSOs there regularly from home or DX
   locations. It is an invaluable tool for DXers and DXpeditions."
  "It's an incredible resource that has become the standard"

  Following NCDXF's action, Michael is quoted:

  "For some time now, I've been anxious to provide a more resilient way
to run Club Log. With 70,000 active users, and most significant expeditions
depending upon it, it's vital to keep Club Log working around the clock -
but until now the expense has been prohibitive. Club Log depends on do-
nations for its running costs, but to fund a capital project like this
takes the financial backing of a foundation that takes the lead and
supports expeditions and DX-related projects at a really high level.
NCDXF has made an extraordinary grant to Club Log, giving me an oppor-
tunity to unlock all the work that I need to do in this area. Many thanks
to the foundation and its members for this tremendous boost to Club Log.
The newly-upgraded servers will launch in early 2020."
  NCDXF fully supports the Club Log mission and its dedicated team of
volunteers that is creating an invaluable service to the DXing community.

NEW IARU MEMBERS. The ARRL reports that Saudi Arabia and Seychelles have

STANDARD TIME. Remember to change your clocks next weekend! Countries who
observe Daylight Saving Time (DST), which took place on Sunday, March
10th, are now expected to move their "local clocks" backward 1 hour on
Sunday, November 3rd, from 2:00 AM local time to 1:00 AM. In 2020, Day-
light Saving Time (DST) will again go into effect on Sunday, March 8th,

ADDED NOTE: Hopefully, all amateur radio operators know NOT to change
their GMT/UTC/ZULU clocks. However, since most operators usually set their
computers to local time, some may have to change their settings on "some"
ham radio software (ex. logging, propagation, DXTelnet, etc..) programs.

SU8, EGYPT (Update/Press Release, date October 24th). Martti, OH2BH, sent
out the following [edited]: WORLD RADIOCOMMUNICATION CONFRENCE (WRC)
SPECIAL EVENT [From Sharm El Sheikh, Egypt]: Egyptian Radio Amateur Society
(ERASD) together with National Telecommunications Radio Authority (NTRA)
of Egypt, are jointly announcing a special event and permit of SU8X and
SU8WRC to conduct operations from the city of Sharm El Sheikh in Southern
Egypt, the venue of WRC. Operations will begin on this Friday evening with
participation in the CQWW Contest as SU8X, and following the opening of
the WRC on Monday as SU8WRC.
  The team is headed by Said, SU1SK, the president of ERASD, and his
associates, Tarek, SU2TA, and Yasset, SU3YM, whom are also all attending
the WRC as a part of the NTRA delegation. This is a historical day for
ERASD as along with this event and operations, several new privileges
have been authorized, such as 6M for the first time for this event.
  ERASD has invited the folks of Radio Arcala of Finland, OH8X, to join
them as their honorary guests and experts for sharing Amateur Radio with
their partners from evolving countries, normally off of amateur radio’s
beaten track, who could further benefit on Amateur Radio. Martti, OH2BH,
and Niko, OH2GEK, will represent OH8X and also make an amateur radio
show-case at their dedicated executive radio show-room.
  After the opening of WRC and the CQWW the team will also entertain
Amateur Radio operators as part of their national delegations to WRC as
well as those sun tanning hams that are enjoying the venue at the beautiful
tourist destination of Sharm El Sheikh. The special event site can be
contacted from Monday morning onwards at (su8wrc@gmail.com).
  The WRC is a culmination of the set Amateur Radio 2.0 where traveling
hams and their supporters team up for a good cause, bring in their resources
to remote societies at large. Those behind this new approach are INDEXA’s
Ralph Fedor, K0IR, Seisa’s Zorro Myazawa, JH1AJT and the Radio Arcala team,
all of which also support ERASD and this special event.
  WRC has participation from all of the world’s ITU member countries, DX
rare and regular.  Isn’t it only fair that regulars step forward and help
those rare ones in need, and make them active – also DX-wise? And hopefully
become supportive of Amateur Radio on the long run.

TC29, TURKEY (Special Event). Look for some Turkism ham radio clubs [ATRO
(YM1KTR), TANGO ALFA (YM1KE) and TAMAD (YM1KAD)] to be on the air as
TC29OCT between October 26-29th, to celebrate Turkey's anniversary of
becoming a republic. Many people in Turkey celebrate "Republic Day" on
October 29th, by attending performances and participating in traditional
processions with flags and musical bands. The Turkish Republic's founder
Mustafa Kemal Ataturk proclaimed "Republic Day" as Turkey's most important
holiday.

V2, ANTIGUA. Bud, AA3B, will once again be active as V26K from Antigua
(NA-100) between November 16-26th. Activity will be mainly on CW. Bud
will also be in the CQWW DX CW Contest (November 23-24th) as a Single-
Op/All-Band/Low-Power entry. QSL via LoTW or via AA3B, direct or by the
Bureau. An OQRS will be available via ClubLog.

V8, BRUNEI. Hajime, JO1RUR, will once again be active as V85RH from Brunei.
The length of his stay is not known. Activity will be during the CQWW DX
SSB Contest (October 26-27th) as a Single-Op entry. QSL via LoTW only.

VK9N, NORFOLK ISLAND. Przemyslaw, SP7VC, will be active as VK9NC during
the CQWW DX SSB Contest (October 26-27th) as a Single-Op/Single-Band (40m)
entry. QSL via SP7VC. JUST A REMINDER: Operators Mek/SP7VC/VK9NC (Digital
modes) and Marcin/SP5ES/VK9NG (CW) will continue during the contest, but
not in the contest.

VP6R PITCAIRN ISLAND DXPEDITION NEWS (Update). The Pitcairn Island DX-
pedition VP6R Team continues to be active until November 1st. Glenn, W0GJ,
reported on October 20th: "The team is down to 12 operators after one
individual fell and suffered several fractures. He was put aboard a supply
ship and will be evacuated to Mangareva and on to Papeete." Glenn also
mentioned on October 22nd: "Our evacuated team member has made it to the
hospital in Papeete, French Polynesia. Thanks for your prayers and concerns.
All family members are aware, but for privacy, we will not release a name
here.
  Activity continues on 160-10 meters, including 6 meters EME, using CW,
SSB, RTTY and FT8 (F/H). The team will continuously have at least one
station active on 20m throughout their stay to hopefully provide a chance
for everyone to make an all time new country contact. The VP6R team will
also participate in the 2019 CQWW SSB Contest this coming weekend October
26-27th weekend. There will be some operation on the CW bands and WARC
bands during the contest.
  As of 0102z, October 25th, ClubLog show the VP6R team has made 46873 QSOs
with 13783 Unique Callsigns. Breakdown of modes are: 22556/CW, 9224/SSB,
15061/FT8 and 32/JT65. Breakdown by Continents (%): .4/AF, 24.7/AS, 21.3/EU,
49.1/NA, 2.3/OC, and 2.2/SA.

ZM4, NEW ZEALAND. Youth Team Operators Alice/ZL2EM, Xenia/ZL4YL, Alec/
ZL1HAZ, Sam/ZL1SAM, Jaidyn/ZL4WW and Marek/OK1MV will be active as ZM4T
from Hawkes Bay during the CQWW DX SSB Contest (October 26-27th) as a
Multi-2/High-Power entry. QSL via LoTW, ClubLog's OQRS or direct to ZL3IO.
NO BUREAU CARDS ACCEPTED. Also, operators Xenia/ZL4YL, Gary/ZL2IFB,
Michael/ZL2MY, Holger/ZL3IO and possibly one or two more operators will
be active as ZM4T during the CQWW DX CW Contest (November 23-24th) as a

ZS7, ANTARCTICA. Oleg, UA1PBA (RI1ANF, RI1ANX, etc.) an Antarctic veteran
has left for the Antarctica again this past week via Punta Arenas, Chile.
He will be signing ZS7ANF managing the Wolf's Fang Camp (WAP MNB-12) and
will be active from there. QSLs will probably be managed by RK1PWA. For
