According to Leif Dehio on UDXF:
"HQ1"-"HQ4" are all located in Tripoli. The network is simply divided into 4 different zones/subnets. Depending on the subnet, the stations communicate with either "HQ1", "HQ2", "HQ3" or "HQ4". GMMRA Benghazi uses the call "BENGHAZI" and communicates with "HQ1"."
