1. EFFECTIVE 051000Z (5:00AM CENTRAL DAYLIGHT TIME) AUGUST 2008, THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) IS ACTIVATING THE NATIONAL EMERGENCY COORDINATION NET (NECN) IN RESPONSE TO THREAT OF DAMAGE TO THE STATES OF TEXAS AND LOUISIANA AS A RESULT OF TROPICAL STORM EDOUARD. THE TROPICAL STORM IS EXPECTED TO REACH HURRICANE STRENGTH BY THE TIME IT MAKES LANDFALL IN THE EARLY MORNING HOURS OF 05 AUGUST.

2. THIS NET IS DESIGNED TO PROVIDE BACKUP COMMAND AND CONTROL COMMUNICATIONS LINKS TO SUPPORT THE NATIONAL RESPONSE PLAN BY PROVIDING FEDERAL EMERGENCY RESPONSE PERSONNEL WITH A COMMON HF FREQUENCY TO MEET ON FOR THE EXCHANGE OF INFORMATION,
COORDINATION OF ACTIVITIES, AND TO REQUEST ASSISTANCE.

3. NATIONAL RESPONSE PLAN SUPPORT AGENCIES SHOULD DESIGNATE ONE OR MORE HF RADIO STATIONS TO PROVIDE LIAISON BETWEEN THE NECN AND YOUR AGENCIES COMMAND STRUCTURE. THOSE STATIONS SHOULD CHECK IN AND MAINTAIN CONTACT WITH THE NET CONTROL STATION.

4. THE NET CONTROL STATION WILL BE WGY906, LOCATED NEAR DENTON, TX. THE NECOS WILL BE MONITORING FREQUENCIES 10493 AND 5211 USB.

5. REGION 4 OR TRANSCON SHOULD DESIGNATE ONE OR MORE HF RADIO STATIONS SUPPORTING HURRICANE ECOM OPERATIONS TO PROVIDE LIAISON BETWEEN THE NECN AND MARS ECOM NETS.

6. THOSE STATIONS SHOULD CHECK IN AND MAINTAIN CONTACT WITH THE NET CONTROL STATION.

7. MARS STATIONS OUTSIDE THE AFFECTED THREAT AREA AND NOT ENGAGED IN ECOM SUPPORT TO TX AND THE GULF COAST SHOULD MONITOR TRANSCON VOICE FREQUENCIES AND BE READY TO ASSIST WITH ECOM TRAFFIC. DIGITAL NETWORKS SHOULD BE CLOSELY MONITORED TO ENSURE EFFICIENT TRAFFIC FLOW.
