ARRL NEW ONLINE FORUMS ---> Three new  online forums, hosted  by  Groups.io,
have been opened where  all  radio amateurs - ARRL members  and  non-members
alike - can discuss issues  and topics  in  two-way conversation  with  ARRL
leadership. "Aimed at enhancing communication among ARRL leadership,  staff,
members, and prospective members,  in a manner that enables  timely  updates
and collegial discussion", the new groups are:
* ARRL-Contesting  moderated by Dennis Egan, W1UE, ARRL Contest Advisory
                   Committee Chairman
* ARRL-Awards      moderated by Bart Jahnke, W9JJ, ARRL Radiosport and Field
                   Services Manager
* ARRL-IARU        moderated by Dave Sumner, K1ZZ, IARU Secretary
For more information see  "ARRL Creates New  Online  Groups  for  Members to
Communicate with Leadership" on http://www.arrl.org/news.

CLUB LOG GATEWAY ---> There is a  new  Club Log  tool  available  for  users
(DXpedition teams and single operators alike) of Win-Test, N1MM and DXLog to
upload to Club Log  efficiently  and  reliably  in  real-time.  The Club Log
Gateway is a small command-line tool that is designed  to run on a  Windows,
Mac or Linux computer.  It stores a record  of  the QSO  (including handling
edits and deletes) in a database file that is sent periodically to Club Log.
This is achieved in near real-time, including via  slow connections  such as
satellite phones, using an extremely efficient and lightweight protocol that
saves over 90% of the normal o verheads of  ADIF  uploads.  This means  that
real-time uploads are realistic, and not too hard to achieve. The payload is
about 500 bytes for 35 QSOs.  Using the gateway, you can push QSOs into Club
Log  within  a  few seconds.  Full details  and  download  links  are  here:
https://clublog.freshdesk.com/a/solutions/articles/3000093504

IARU: TWO NEW MEMBER SOCIETIES ---> The IARU member-societies  have voted to
admit  The  Saudi Amateur Radio Society (SARS)  and  the  Seychelles Amateur
Radio  Association  (SARA)  to  membership.  SARS (https://arsr.sa/en/)  was
founded on 25 June 2018 and is  legally  registered/recognized  to represent
the  the amateurs of Saudi Arabia. As of January 2019 there were  66 members
out of  a total  of  479 licensed  radio amateurs  in the country.  SARA was
founded  in December 2018 and was registered with the Seychelles  government
on  31  December.  SARA  has six members,  two of  whom are licensed.  It is
believed  that there are four licensed amateurs in Seychelles, a number that
SARA hopes  to increase. Saudi  Arabia  and Seychelles  are  located in  ITU
Region  1  which  also corresponds to IARU Region 1.  Their  IARU membership
became effective on  9 October 2019  upon completion of the voting procedure
set out in the  IARU Constitution. [Source: iaru.org]

NCDXF & CLUB LOG ---> The  Northern  California  DX Foundation  (NCDXF)  has
awarded a grant of $4,000 to  Club Log  to support  their capital needs  for
important IT system upgrades to move their system into the future.  Michael,
G7VJR, recently reached out to NCDXF with an inquiry for interest in support
that triggered  an  immediate  and  overwhelming response  from  every NCDXF
Director.
Following NCDXF's action, Michael is quoted:  "For some time now,  I've been
anxious to provide a more resilient way to run Club Log.  With 70,000 active
users, and most  significant expeditions  depending upon it,  it's vital  to
keep Club Log working around the clock - but until now the expense  has been
prohibitive.  Club Log depends on  donations  for its running costs,  but to
fund a capital project like this takes the financial backing of a foundation
that takes the lead and  supports expeditions and  DX-related projects  at a
really high level. NCDXF has made an extraordinary grant to Club Log, giving
me an  opportunity  to unlock all the work  that  I need to do in this area.
Many thanks to the foundation and its members for  this tremendous boost  to
Club Log. The newly-upgraded servers will launch in early 2020".
NCDXF  fully  supports  the  Club Log  mission  and  its  dedicated team  of
volunteers that is creating an i nvaluable service  to the  DXing community.

on  2 June 2018.  N2OO,  W1GD  and  the  QSL Manager's Society  were able to
recover the logs and blank cards from Larry's family, and to pass them along
to K7MT. More information, including the dates of activities  for which logs
are available,  can be found on the QRZ pages for each Antarctic call.  [TNX

hit with a tropical storm  with torrential rain and  gale force plus winds",
the team reported on  25 October.  "We had several antennas  come down,  but
they are  repairable  and  will be back up when  it is safe  to go outside".
They "have been working a lot of FT8  on all the bands  (except 160m so far)
and find that this 'weak' signal mode is  putting  a lot of new  and  unique
callsigns into the log,  proving  that this  mode is  valuable  for a  great
many". VP6R operates FT8 "Fox & Hound" mode, which means that you
  1. MUST use WSJT-X version 2.1.0 (any other version is incompatibile!)
  2. MUST be in F/H mode
  3. MUST be in SPLIT mode (in WSJT-X program, not your radio)
  4. MUST set your transmit frequency above 1000 Hz
"When conditions are good and everyone  has  FT8 set up properly",  the team
says, "we have seen peak rates over 1000 contacts/hour and  often  sustained
rates of 400 contacts/hour from a single station!  And, yes,  it is possible
for one person to operate two stations at once. We do it often.
We will be on  160m  (1.836 MHz)  with  FT8 F/H  starting  00.00 UTC  on  29
October. Depending upon success, we might spend additional time in that mode
on 160m".
VP6R will shout down temporarily at about 22 UTC on  25 October  to  prepare
for the CQ WW DX SSB Contest. They will be in  the  Multi/Multi category  on
all bands. After the contest they will be back in "DXpedition mode" until 31
October.
As for QSLing, the QSL manager for the VP6R is Craig, K9CT, and  the address
for  direct  mail  QSLing  is:  The Pitcairn Island DXpedition, P.O. Box 73,
Elmwood IL 61529, USA. The preferred  method of QSLing, however, is via Club
Log's  OQRS,  which  will  be activated  only when  the  final log  has been
uploaded. Donors will get early LoTW upload.

WRC-19 ---> The World Radiocommunication Conference 2019 is  due to open  in
Sharm el-Sheikh, Egypt, on 28 October.  The meeting, which lasts four weeks,
will be  attended  by  three thousand delegates from  most of  the countries
around  the world,  and  will discuss  and  agree changes to  the  ITU Radio
Regulations.
IARU and its member-societies  will be there, representing  the amateur  and
amateur satellite services with a team of  14 people from  10 countries.  Of
particular interest to IARU are the positions on five Agenda Items (AI):
- AI 1.1, to allocate spectrum in the 50-54 MHz Region in  Region 1  to  the
  amateur service
- AI 1.13, to consider  new spectrum of  International Mobile Telecommunica-
cations, which potentially might impact amateur spectrum at around 47 GHz
- AI 1.16, which could impact the 5 GHz amateur spectrum
- AI 9.1.6 on Wireless Power Transmission,  where harmonics  of  WPT systems
can impact the MF/HF radio spectrum
- AI 10, where it is  possible  that  future agenda items  at  WRC-23  could
impact the amateur service, including the 1240-1300 MHz band.
This meeting is the culmination of  four years'work by  IARU in ITU and  re-
gional  telecommunications  organizations  to  protect and  enhance  amateur
service frequency allocations.  The  IARU team  will provide updates  as the
Conference progresses.  The WRC has  a  wide-ranging  agenda  of  which  the
amateur issues are but a small part. [Source: iaru.org]

VP6R Pitcairn Island DXpedition Press Release (25th October)[edited].
As of 0000Z this date, we have approximately 47,000 contacts in the log.
Late yesterday we were hit with a tropical storm with torrential rain
and gale force plus winds. We had several antennas come down, but they
are repairable and will be back up when it is safe to go outside, probably
not until tomorrow morning.
We have had great band conditions from 160 to 10 meters. We had a very
successful night on 60M 5.357 MHz two days ago and will be on again. We
are using FT8 in Fox/Hound mode.
We have been working a lot of FT8 on all the bands (except 160M) and
find that this “weak” signal mode is putting a lot of new and unique
callsigns into the log, proving that this mode is valuable for a great
many! Most DXpeditions, including VP6R, are using FOX/HOUND MODE. If you
are not in F/H mode when you call us, it will be impossible to make
contact. MAKE SURE THE RADIO TAB HAS SPLIT SELECTED and you have selected
HOUND MODE ON THE ADVANCED TAB !!!!!
If the Hound is using the wrong software version, it does not respond
properly to the Fox. The message formats are not compatible. The Fox will
call the Hound three times and then they are dropped without making a
successful contact.

Summary for a successful FT8 contact:
  1. MUST use WSJT-X version 2.1.0 Any other version is INCOMPATIBLE!
  2. MUST be in F/H mode
  3. MUST be in SPLIT mode (in WSJT-X program, NOT your radio)
  4. MUST set your transmit frequency ABOVE 1000 Hz

When conditions are good and everyone has FT8 set up properly, we have
seen peak rates over 1000 contacts/hour and often sustained rates of 400
contacts/hour from a single station! And, yes, it is possible for one
person to operate two stations at once. We do it often.

We will be on 160M with FT8 starting 0000Z, Tuesday, October 29. Frequency
– 1.836 MHz. Mode:  FT8 FOX/HOUND. Depending upon success, we might spend
additional time in that mode on 160M.
We have had two successful schedules with the Dorothy Grant Elementary
School (K6DGE) in Fontana, California. It has been fun to chat with the
kids and answer questions.  We love their enthusiasm!
We will be temporarily shutting down about 2200Z on Friday to prepare
for the CQWW SSB Contest.  We will be in the Multi/Multi category on all
bands. If you need VP6 Pitcairn Island on SSB, look for us in the contest
this weekend.
After the contest we will be back in “DXpedition mode” until October 31.
That is when we must start dismantling to get ready to meet the Braveheart
which will take us to Mangareva for the weekly flight back to Papeete,
French Polynesia, and then to our homes.
Our next news will come after the CQWW SSB Contest.
  73, Glenn W0GJ

been wonderful to just about everywhere. We have had a lot of activity
on 12M and some on 10M, including more EME contacts. We now have about
35,000 contacts in the log after 4 ½ days of operation.
There are more FT8 contacts that have not been updated into our N1MM
logging program. Some of the computers will not as yet add FT8 contacts
to the N1MM log, but hopefully we can find a work-around to get this done.
IF you see your FT8 contact confirmed with “RR73,” you can be assured that
you are IN the log, even though it won’t show now on ClubLog. They will
be merged from the WSJT log at some point.
If you operate FT8, PLEASE READ THE MANUAL FOR WORKING US IN FOX & HOUND
MODE!!! We see MANY calling us using a frequency below 1000 Hz. We can
see you but the FT8 software does NOT see you. You MUST use a frequency
above 1000 Hz to work us. We are transmitting usually somewhere below
500 Hz. The software will move your transmit frequency down automatically
when your turn comes up in the que…..IF you have F/H mode set up properly.
When conditions are good, we can work 300-400 stations/hour. Our peak rate
with one station today was an incredible almost 900/hour!
Our last antenna went up today for 60M and we will be QRV tonight and
in the future on 5.357 FT8 F/H mode. We are limited to 100 watts and must
be in satellite phone contact with New Zealand and to QRT if there is any
interference to primary users of the frequency.
We will continuously have at least one station active on 20M throughout
our stay to hopefully provide a chance for everyone to make an all time
new country contact.
We will be entering the CQWW SSB Contest this weekend on all bands.
There will be some operation on the CW bands and WARC bands during the
contest.
Our pilots are your contact points. We are aware of many “complaints”
about this or that issue with the logs.  These will all be corrected
with time. If you have any doubts, please work us again if you did not
show up in the log. Please use our pilots for reporting band opening
times and long path openings to help us be there so we can get you in
the log. This is the purpose of the pilot program.
Our evacuated team member has made it to the hospital in Papeete,
French Polynesia. Thanks for your prayers and concerns. All family members
are aware, but for privacy, we will not release a name here.
The weather is fine without rain…..yet. Today we watched the spring
arrival of the whales for the season from our operating chairs. Spec-
tacular!!!
  See you in the pileups!
  73, Glenn W0GJ

on the Rebel DX Group's Web page (https://www.rebeldxgroup.com/), dated
October 13th: Dom is working on Rebel projects in Fiji and will return
to Poland at some point where he will send out 3D2CR QSL cards.
After 200K of our private money spent from the Rebel Team's first attempt
at Bouvet, we have recently decided we will no longer "self fund" the cost
of fuel for any second attempt. We expect the cost of fuel for attempt #2
to be near or at 80K. If we can raise 80K, a Rebel Team will go.....

AAW 2020. Gianni, I1HYW, reports the following [edited]: "The Antarctic
Activity Week (AAW) is celebrating every year since 2003. The 17th Edition
of the AAW will take place between February 10-17th, 2020.
Purpose of the A.A.W. is to increase world wide interest around the
Antarctic Continent and its related matters, with the aim of staying
close to the researchers and personnel who are spending their time away
from home and families, studying the Antarctic life and its secrets.
Addition purpose is to share what Nations and Organizations are doing
to protect this still non contaminated corner of the world, to share a
message of peace WW.
Normally we did run the AAW on the last week of February, in concomi-
tance with the 22nd of February, when the Argentines rejoice the Argentine's
Antarctica Day (DIA DE LA ANTARTIDA ARGENTINA see www.marambio.aq ), but
this year we did anticipate the date, in order to leave our Argentinean
friends the full focus on their event.
Launching the 17th AAW, WAP (Worldwide Antarctic Program), invites all
Radio Amateurs (OMs & SWLs) around the world, Clubs and Organizations as
well as other important groups and individual operators WW to join and
share with us, this initiative.
All stations will qualify for WAP WADA and WAP ASEA (Antarctic Special
events Award).
Again our intention is to draw your attention to the Antarctic Continent,
and AAW is the unique event WW where Hams (in any corners of the world,
and not necessarily in Antarctica) wish to celebrate and improve World-
wide interest around the Icy Continent.
  Check (http://www.waponline.it/antarctic-activity-week/aaw-2020/) to
see a dedicated page and who the operators will be, as they sign up.

OR0/OR18, BELGIUM (Special Event). To celebrate the 18th birthday of HRH
Princess Elisabeth, members of the Belgian IARU Society UBA will activate
special event station OR0YAL (which could be read as O Royal) between
October 25th and December 25th. During the same time period, over 30
different UBA club stations using the special prefix "OR18" will be
aired and individual Belgian hams are allowed to make use of the "OR"
prefix instead of the regular "ON" in their callsign. Also, a commemor-
ative award will be available for working "OR0YAL" and the "OR18" club
stations during this time-frame. The certificate will be available in four
different classes: Bronze (30 pts), Silver (50 pts), Gold (70 pts) and
Platinum (110 pts). Each "OR18" station as well as "OR0YAL" counts as
two points on the first band worked and one additional point on every
additional band worked. Contacts made on the same band but in different
modes do not count separately. No band or mode restrictions nor any
endorsements. Please note that how ever they encourage you to do so,
contacting other Belgian stations do not get you any points towards this
commemorative certificate. For more details, Logsearch and award appli-
cations should be made via (https://or0yal.uba.be). This Web site will

NEW QSL MANAGER FOR ANTARCTICA STATIONS KC4AAA, KC4AAC and KC4USV.
The QSL Manager for KC4AAA, KC4AAC and KC4USV was Larry Skilton, K1IED.
Larry became a Silent Key on June 2, 2018. Bob Schenck, N2OO, on behalf
of the QSL Managers Society along with an assist from Gerry Kersus,
W1GD, were able to recover the logs and blank cards from Larry's family
earlier this year. With an assist from the QSL Managers Society, a new
  QSL Manager has been assigned.
The new QSL Manager for these 3 stations will be Bill Erhardt, K7MT.
Bill was at McMurdo Station for two seasons (2008/09 & 2009/10) and
worked with Larry, K1IED, and helped recover about 7 years of back
QSLs and logs while at Mac Town. Bill mentioned that Larry was a great
guy and he was saddened to hear that he was SK. Bill offered to be
available to take over as QSL Manager for the 3 stations (KC4AAA, KC4AAC
and KC4USV) that Larry managed. All of the recovered paper logs and
blank QSLs were recently passed along to Bill, K7MT, who can now handle
any QSL card requests. Full information can be located on the QRZ pages
for each of the Antarctica calls (KC4AAA, KC4AAC and KC4USV). This
includes information on dates of activities for which logs are available.
We suggest keeping an eye on those QRZ pages for updated information
on more current activities by each of the stations. Bill's E-mail is
(k7mt@mt.net) for anyone with any inquiries.
