On January 28 at 0132 UTC,a Soyuz rocket lifted off from Kazakhstan carrying the Russian Progress M-09M cargo vehicle to orbit headed for the International Space Station (ISS).
While the primary cargo of the Progress vehicle is fuel, oxygen, food and other supplies, the Progress also contains AMSAT's ARISSat-1 Amateur Radio satellite.
Progress docked with the space station just two days after launch, on January 30 at 0239 UTC.
Currently ARISSat-1 is planned to be manually deployed from the ISS by Russian cosmonauts Dmitry Kondratyev and Oleg Skripochka during a spacewalk on February 16. ARISSat-1/RadioSkaf V will have simultaneous 2m FM, CW, BPSK and transponder transmissions. These multiple transmissions are created by a new software defined transponder (SDX) board. Features provided by the SDX include:
* The FM transmissions with cycle between a voice ID, select telemetry values, 24 international greeting messages in 15 languages and live SSTVimages.
* The CW transmissions will be callsign ID, select telemetry, and callsigns of people actively involved with the ARISS program.
* The BPSK transmissions will feature a new 1kBPSK protocol developed by Phil Karn, KA9Q to be readable in low signal level conditions. The BPSK data will alternate betwen telemetry and Kursk experiment data. Free ground station soundcard demodulator and display software will be available before deployment for multiple platforms.
* There also is a 16kHz wide amateur radio U/V transponder between the BPSK
and FM signals.
* The Kursk experiment will be sampling the amount of vacuum each day for 90 minutes and sending down data to map the vacuum change as the satellite slowly spirals into the atmosphere.

Monitoring North Korea on HF
Most authorities who monitor North Korea will tell you that they are a closed society with very little information about them getting out to the rest of the world. Consequently, we do not have a lot of opportunities to monitor any HF communications from the communist north.
In recent years, digital monitors have identified ARQ/FEC burst signals that are associated with the North Korean HF Diplomatic Network. Known as DPRK-ARQ and DPRK-FEC, this is a two-tone system with a 600 Hz shift.

Some of the frequencies above may be transmitting from KRE embassies and not Pyongyang. For years KRE diplo comms were monitored in the 20 meter ham bands. I did a quick check of the IARUMS-1 October bulletin and it only shows the Voice of Korea intruding on the 80/40 meter ham bands and no diplo comms.
From the IARUMS-1 October 2010 bulletin:
Voice of Korea 3560.0 kHz at 1932 utc and 7200.0 kHz from 1100-1300 utc.
The latest report of KRE diplo activity comes from our friend down under Eddy Waters. He reported this morning monitoring MFA Pyongyang on 14778.5 and 18523.5 kHz around 0100 utc using DPRK-ARQ.
For the spook crowd there is an interesting article on http://www.abiweb.jp/ransu/ransu-e3.htm about "numbers stations" transmitting from the Korean Peninsula. If you follow this sort of traffic keep an ear out for Enigma designators V15, M40 and M82.
The M82 numbers stations are believed to be transmitted from the "BML" North Korean Army.
Sample format “vvv jvg jvg jvg de bml bml qsa qtc 587” R2 Or “abv qtc nr xxx xx xx xxxx xxxx xxx xxx =“ Known to send “r” as separator each 10 gps.
I do not have any recent reports on M82 traffic and the last frequency I saw reported was 8050.0 kHz.
Finally, Token in the Mohave on the spooks list posted the following yesterday:
"South Korean V24 and M94 traffic has had a very slight change in habits recently.
"The average message length has increased in the last week, not beyond the maximum that has been seen in the past but still longer on average.
"V24 has added a couple of new time slots and rearranged a couple of the old ones. For example in the last week or so there have been more 1630 slots than normal, but this could just be caused by errors in early slots. I can not prove but do believe that the 1630 slot is sometimes used to "catch up" or to correct for earlier errors in addition to hosting its regularly scheduled traffic.
"Other than this I have seen no changes to Korean or Chinese numbers traffic."
In response to a recent V24 report Token wrote this:
"A badly out of date web page that describes the station is found here http://token_radio.home.mchsi.com/numbers_station_v24.htm Sorry, I really need to update that page but have not had time.
"Since you heard the end you may have heard the Windows shutdown sound after the audio stopped. That does not always happen, but you can normally catch it (the shutdown sound) a couple times a month after the last V24 transmission of the day.
"V24 appears to use four frequencies at this time, 5715, 6215, 6330, and 6730 kHz. The schedule uses specific time/freq/day slots two days in a row. The one you heard today happens to be the first of that specific 2 day cycle, so if you listen tomorrow at 1530 you will hear a repeat of the same transmission. Other M24 transmissions that probably will happen tomorrow are 6730 kHz at 1200z, 6730 kHz at 1530z, and 6330 kHz at 1600z.
"There is an MCW (Morse code) sister station to V24, called M94. It appears at this time to use 5715 and 6330 kHz. Tomorrow there should be an M94 TX at 1400 on 5715 kHz."

New National CAP Command Net Freq Found
Jon in Florida discovered last weekend a new CAP National Command ALE Net frequency:- 29.894 MHz. The frequency was also confirmed by Monitoring Times magazine Utility World columnist Hugh Stegman out in California.
The nationwide set of CAP ALE freqs for the "National CAP Command Net" are as follows:

The National Command Net operates in the Automatic Link Establishment (ALE) mode. It is composed of stations specifically approved by the NTC using equipment provided for this purpose. Most of these stations are “message center” stations which relay message traffic between the national and region levels of the CAP net structure.
The National Command level of the HF-ALE system, the "top level" of the CAP radio system, uses Automatic Link Establishment (ALE) radios to which a "suite" of frequencies is assigned, each with different radio propagation characteristics, and the radios automatically monitor which frequency is best to communicate with each other station in the net. Each region operates two ALE radios, serving as "message center" stations (see below), plus additional radios for Puerto Rico, Hawaii and Alaska. The ALE stations at the National Technology Center (NTC) and the National Operations Center (NOC) serve as the net control stations for the National Command level of the HF-ALE system. There are no scheduled formal National Command net meetings. Rather, ALE station operators are expected to attend their radios regularly and be ready for messages, as they may be received.
The mission of the National Command level of the HF-ALE system is to provide a survivable, commercial infrastructure-independent command and control communication (C3) link among regions and between regions and higher headquarters.
The specific functions of National Command level stations are:
• Provide a strategic communications tier of the communications network available for adaptive communications during high-level missions.
• Provide decentralized contact points to relay traffic between incident command posts and the NOC or other national CAP office.
• Conduct and report regular confidence checks, in accordance with the current CAP Communications Alert Level, and no less than once per week.
• Be available, as needed, for training.
Pending activation of region ALE frequency suites (see below) the following guidance applies to all stations operating on the National Command frequency suite (ALE Net #1):
1. Other than the two region stations and nationally designated stations, any CAP station may monitor the ALE suite, but should not sound in routine operations.
2. Pending release of region ALE channels, wings may use the national ALE suite (ALE NET #1) for actual missions and specific training events with the understanding that this use and active sounding will be for relatively limited periods of time. For ALE use during a training exercise, place a request several days in advance, but for actual missions, coordinate with the NOC.
3. Only NTIA compliant equipment with Joint Interoperability Test Center (JITC) certification may transmit on National and Region ALE suites of frequencies.
4. The NTC and National Headquarters determines and standardizes all ALE parameter settings, such as sounding interval.
To Jon and Hugh, nice job. Now if we can find the missing freqs I belive are there around 18 MHz and from 20 to 28 MHz.

Comments Sought for Draft Channel Naming Standards

Alexandria, Va. - The Association of Public-Safety Communications Officials (APCO) International and the National Public Safety Telecommunications Council (NPSTC) released for comments a candidate American National Standard (ANS) to ensure national consistency of interoperability on related radio channels. The proposed Standard Channel Nomenclature for Public Safety Interoperability Channels provides a standardized naming format for each Federal Communications Commission (FCC) designated Interoperability Channel in Public Safety Radio Services.
“The public safety community uses 700 MHz spectrum allocated by the FCC that is replete with interoperability channels,” APCO International Executive Director George Rice said. “It is necessary to develop and employ a common set of channel names. It is crucial that all responders to an incident know which channel to tune their radios to, as well as the band and primary use for the channel.”
NPSTC Chair Ralph A. Haller said that he was pleased to see such a positive step forward in interoperability saying, “Common interoperability channel names will help to assure that any organization responding to an emergency will be able to establish contact immediately when arriving on scene. Although the specific channel names were initially controversial, the proposed standard represents the collective efforts of public safety agencies across the country to reach consensus. NPSTC is pleased to have been instrumental in this process."
The issue of common channel naming has been on the forefront since the mid-1980s and was again highlighted during the terrorist attacks on September 11, 2001 and Hurricane Katrina. In 2006, NPSTC reviewed and updated the Standard Channel Nomenclature recommended in the 700 MHz National Coordination Committee’s Final Report. This new protocol has been widely adopted across the country in the intervening period, and requests to the federal government resulted in finalizing standard names for similar channels in federal agency spectrum earlier this year.
APCO International is the recognized American National Standards Institute (ANSI)-accredited Standards Developer for public safety communications standards and was selected to facilitate the most recent version of the Standard Channel Nomenclature document through the ANSI standardization process, moving one step closer to completion of National Emergency Communications Plan milestone 3.1.33.

Alexandria, Va. - The Association of Public-Safety Communications Officials (APCO) International and the National Public Safety Telecommunications Council (NPSTC) released for comments a candidate American National Standard (ANS) to ensure national consistency of interoperability on related radio channels. The proposed Standard Channel Nomenclature for Public Safety Interoperability Channels provides a standardized naming format for each Federal Communications Commission (FCC) designated Interoperability Channel in Public Safety Radio Services.
“The public safety community uses 700 MHz spectrum allocated by the FCC that is replete with interoperability channels,” APCO International Executive Director George Rice said. “It is necessary to develop and employ a common set of channel names. It is crucial that all responders to an incident know which channel to tune their radios to, as well as the band and primary use for the channel.”
NPSTC Chair Ralph A. Haller said that he was pleased to see such a positive step forward in interoperability saying, “Common interoperability channel names will help to assure that any organization responding to an emergency will be able to establish contact immediately when arriving on scene. Although the specific channel names were initially controversial, the proposed standard represents the collective efforts of public safety agencies across the country to reach consensus. NPSTC is pleased to have been instrumental in this process."
The issue of common channel naming has been on the forefront since the mid-1980s and was again highlighted during the terrorist attacks on September 11, 2001 and Hurricane Katrina. In 2006, NPSTC reviewed and updated the Standard Channel Nomenclature recommended in the 700 MHz National Coordination Committee’s Final Report. This new protocol has been widely adopted across the country in the intervening period, and requests to the federal government resulted in finalizing standard names for similar channels in federal agency spectrum earlier this year.
APCO International is the recognized American National Standards Institute (ANSI)-accredited Standards Developer for public safety communications standards and was selected to facilitate the most recent version of the Standard Channel Nomenclature document through the ANSI standardization process, moving one step closer to completion of National Emergency Communications Plan milestone 3.1.33.

It is loaded with interesting background info on interoperability and frequencies.
Kansas City is part of a bi-state metropolitan area straddling the Missouri-Kansas state line. This Tactical Interoperable Communications Plan (TICP) has been created for the Kansas City Urban Area, an 8 county region including over 100 cities. The 8 counties include Leavenworth, Wyandotte, and Johnson Counties in Kansas and Platte, Clay, Ray, Jackson, and Cass Counties in Missouri.

Shuttle to launch Bevo-1 into orbit on July 30

On flight day 16 (7/30) the space shuttle Endeavor crew will be launching several payloads into low earth orbit. See my story on the ANDE-2 payloads at

Another payload will be the Dragonsat-1 Paradigm aka BEVO-1 developed by the University of Texas. The primary objective of PARADIGM is to collect GPS data from a NASA-designed receiver and downlink it to a ground station at UT-Austin. The data will then be delivered to NASA JSC for post-processing. AFSK and FSK Telemetry on UHF will be transmitted until end of life. A five inch cubesat of less than 3.5kg. Rocket set for launch on Virginia Eastern Shore
A U.S. military satellite designed to detect hidden enemy weapons and quickly inform U.S. troops of their location is set for launch from Virginia's Eastern Shore tomorrow evening from 2000-2300 EDT. The Air Force TacSet-3 satellite and two other payloads is set to blast off on a 69-foot-high Minotaur 1 rocket from NASA's Wallops Flight Facility and the Mid-Atlantic Regional Spaceport.TacSat-3 features three revolutionary trials: the Raytheon Company-built Advanced Responsive Tactically Effective Military Imaging Spectrometer hyperspectral imager, the Office of Naval Research's Satellite Communications Package, and the Air Force Research Laboratory's Space Avionics Experiment. This trio of payloads will offer real-time imagery (within 10 minutes of collection), sea-based information transmitted from ocean buoys and plug-and-play avionics to assist the warfighter in keeping one step ahead of the adversary.
Scientists say the 880-pound satellite atop the $60 million spacecraft will offer hyperspectral images and deliver them in 10 minutes. Officials say it is especially suited to battle conditions in the rugged, mountainous terrain of Afghanistan.
Military officials say it the satellite is successful, it could be ready for actual battlefield use in a year or two.
Two of the Tactical Satellite-3's trio of payloads may be called secondary, but their importance to the success of the spacecraft's year-long mission is primary.
Employing plug-and-play technology, the Space Avionics Experiment will provide backup downlink capability for TacSat-3's main experiment, the Advanced Responsive Tactically-Effective Military Imaging Spectrometer, and the Satellite Communications Package will transmit sea-based and space-generated data to ground stations.
Once launched, it will serve as the inaugural demonstration of plug- and-play avionics operating in the cosmos environment. The AFRL-funded SAE payload features plug-and-play components similar to desktop computer Universal Serial Bus components, which, if required due to a system failure, will perform data transfer to enable downlink of ARTEMIS sensor data, as well as will provide TacSat-3 with global positioning system information.
"The purpose of the technology is to significantly reduce spacecraft development time from years to months to weeks, as well as to lower production costs," said Maurice Martin, responsive systems group lead, the AFRL's Space Vehicles Directorate. "Our plan during TacSat-3's flight is to evaluate the Space Avionics Experiment on an occasional basis to ensure the components' reliability in case they are called upon to function in full operational mode."
Managed by the Office of Naval Research, the Satellite Communications Package will collect data from ocean buoys and then TacSat-3's onboard processor will download the details to a ground station. In addition, the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command will utilize the SCP experiment's ultra high frequency radio link known as the Army Tactical Data Link.
"USASMDC/ARSTRAT is going to use the Satellite Communications Package payload's ATDL to provide a direct tactical downlink of onboard processed information from the ARTEMIS to the joint force commander. The JFC will have direct access to task the spacecraft as it appears over the horizon, while the satellite is still in view, the requested information will then be transmitted back to the JFC," said Allen Kirkham, Army Space and Missile Defense Command Battle Lab technical lead for the TacSat-3 Joint Military Assessment, Peterson AFB, Colo. "We will coordinate with the TacSat-3 program team to utilize the SCP's ATDL for a few two-week periods during the spacecraft's 12-month mission. We also intend to use the SCP's ATDL during a major exercise to allow us to collect data and perform a Joint Military Utility Assessment of the satellite and sensor's capabilities to support the joint force commander in the field."
As a significant team member in the program, the Space and Missile Systems Center's Space Development and Test Wing, also situated at Kirtland AFB, is providing the Orbital Sciences Corp.'s Minotaur I launch vehicle. The four-stage rocket consists of two structures taken from retired Minuteman intercontinental ballistic missiles, and another two stages from Orbital's Pegasus booster. In addition, the Dept. of Defense's Operationally Responsive Space office is underwriting the launch and will be heading the Military Utility assessment to determine the operational value of the low-cost satellite and its three payloads. SMC's Space Development and Test Wing will also assist mission operations during TacSat-3's flight in Low Earth Orbit at approximately 425 kilometers (264 miles) altitude.
The downlink frequencies for this spacecraft have not been determined. We believe there will be a UHF military downlink from this satelite. Any reports on the freqs to be used by this bird or any post launch intercepts would be appreciated.
Three cubesats will be launched as secondary payloads on the TacSat-3 mission. The satellites, which contain their own power and data systems, are four-inch cubes that weigh 2.2 pounds each. The cubesats are being provided by California Polytechnic State University, San Luis Obispo; The Aerospace Corporation, El Segundo, Calif. and the Hawk Institute for Space Sciences, Pocomoke City, Md.
These three cubesats are named PharmaSat-1, HawkSat-1 and PolySat CP6. The three satellites are placed in a Poly Picosatellite Orbital Deployer (P-POD), the standard deployment system for cubesats. The P-POD was developed by the Aerospace Engineering Department at Cal Poly. During the rocket’s ascent, each cubesat will be deployed separately from the P-POD into space.
The PharmaSat experiment, developed by NASA’s Ames Research Center and will measure the influence of microgravity upon yeast resistance to an antifungal agent. PharmaSat focuses on questions key to countermeasure development for long-term space travel and habitation.
PharmaSat-1 will be in a low earth orbit at 40 degrees inclination. This submission is for a beacon on board PharmaSat. The orbit should be nearly circular with an altitude of 390 Km at the start of the mission, degrading to 200km after approx 250 to 300 days, at which time it would de-orbit. There will be a 150mW UHF beacon operating with 1200baud AX25 packet for 1/2 sec every 5 secs. Command and control will use an experimental licence in the 2.4 GHz ISM band. The experiment Polysat CP6 will measure plasma fields, using three tape measures that extend out about a meter, charging them up to 400 volts, and looking at the electrons flowing around the spacecraft in the plasma.
